Fast, but not compliant

Boost Post on your unit Page, charge to GPC. Meta Platforms Inc. (UEI NHMHVDSDG719) has not filed FAR 52.204-25 in the GSA SmartPay 889 Representations Tool. Per the DoD DPC Aug 11, 2020 memo, Section 889 applies to all contracts including micro-purchases on charge cards. DoD cardholders cannot legally GPC direct to Meta.

Compliant, but expensive and slow

The Mechanism

Why GPC-Direct to Meta Fails the 889 Test

FAR 52.204-25 (Section 889) prohibits federal agencies from contracting with entities that use covered telecommunications equipment. The DoD has extended this prohibition to all contracts — including micro-purchases on charge cards (DoD DPC memo, Aug 11, 2020).

Before approving a Meta GPC purchase, cardholders are instructed to verify the merchant's 889 representation status via the GSA SmartPay 889 Representations Tool (889.smartpay.gsa.gov). Meta Platforms, Inc. (UEI NHMHVDSDG719) does not appear in the tool — no FAR 52.204-25 representation on file.

From the cardholder's workflow, Meta looks identical to a vendor that has refused to certify. The compliant cardholder denies the purchase.
