Stop Paying an Agency 25%
to Push “Boost Post”
for You.
Self-service Meta advertising for military bands, service-band PA shops, and federal Public Affairs offices. Your PA team already produced the creative. Your GPC is already in your wallet. The only thing standing between you and paid reach is that Meta isn't in the GSA 889 Representations tool. We are. 10% flat fee. Same-day launch. SAM.gov registered.
Built for How Public Affairs Actually Works
Your PA shop produces content year-round. Meta's “Boost Post” button is the cheapest, fastest path to paid reach — if you can actually press it. We make that workflow compliant, auditable, and GPC-friendly.
Boost a Post
The way 80% of paid social actually happens in PA shops. Same workflow as Meta's native Boost Post button — just compliant.
- 1Connect your unit's Facebook Page
- 2Pick the post you want to amplify
- 3Choose audience, budget, and duration
- 4PA review (matches release-authority workflow)
- 5Pay via GPC or credit balance
- 6Live on Meta the same day
Full Tour Campaign
For multi-stop concert tours and multi-venue programs. Localize creative per stop, allocate budget across stops, manage the whole tour from one campaign.
- 1Create campaign with tour stops
- 2Auto-localize creative per stop with tokens
- 3Allocate budget across stops — even, weighted, or custom
- 4PA review per stop
- 5Publish to Meta in minutes
How PA Shops Procure Paid Social Today
Three paths. Each has a tradeoff. We built Formation Ads to remove the tradeoffs.
Direct GPC to Meta
Fast, but not compliant
Boost Post on your unit Page, charge to GPC. Meta Platforms Inc. (UEI NHMHVDSDG719) has not filed FAR 52.204-25 in the GSA SmartPay 889 Representations Tool. Per the DoD DPC Aug 11, 2020 memo, Section 889 applies to all contracts including micro-purchases on charge cards. DoD cardholders cannot legally GPC direct to Meta.
External Advertising Agency
Compliant, but expensive and slow
Procure advertising services through a 541810/541890 vendor. 15-25% markup on media spend plus retainer or hourly fees. 2-3 week procurement cycle per task order. Your PA shop produces the creative; the agency pushes “Boost Post” on your behalf.
No Paid Promotion
Free, but capped at organic reach
The most common path. Default for many small-unit PA shops because procurement friction makes paid social not worth the effort. Organic reach on Facebook is under 5% of followers. Your best content reaches a fraction of your audience.
Why GPC-Direct to Meta Fails the 889 Test
FAR 52.204-25 (Section 889) prohibits federal agencies from contracting with entities that use covered telecommunications equipment. The DoD has extended this prohibition to all contracts — including micro-purchases on charge cards (DoD DPC memo, Aug 11, 2020).
Before approving a Meta GPC purchase, cardholders are instructed to verify the merchant's 889 representation status via the GSA SmartPay 889 Representations Tool (889.smartpay.gsa.gov). Meta Platforms, Inc. (UEI NHMHVDSDG719) does not appear in the tool — no FAR 52.204-25 representation on file.
From the cardholder's workflow, Meta looks identical to a vendor that has refused to certify. The compliant cardholder denies the purchase.
Formation Ads holds the prime contract. We hold the 889 representation. Your GPC pays Formation Ads (UEI on file in SAM.gov). We pay Meta downstream as a sub-tier expense, where the 889 prohibition does not flow through.
